Japan is set to implement a compulsory program aimed at teaching the Japanese language and lifestyle to foreigners who are applying for permanent residency or long-term visas exceeding a decade. This initiative is also proposed to be a part of the assessment criteria for those seeking Japanese citizenship. The overarching goal is to facilitate a deeper understanding of Japan’s language, laws, cultural norms, and daily living practices among foreign residents.

The framework for this program, along with an online verification system, is anticipated to be finalized by fiscal year 2027. A preliminary phase of the program is expected to commence the following year. Primarily targeting individuals intending to reside in Japan for a medium to long-term period, the program will offer adaptable learning modules. These modules will cover a range of practical topics including daily life, parenting, education, healthcare, and elderly care, providing comprehensive support for new residents.

An online version of the program is also in development, which will enable prospective migrants to start learning before they even set foot in Japan. This digital approach is designed to prepare individuals for their transition and integration into Japanese society, ensuring they have a foundational understanding of the essential aspects of life in Japan.

Authorities are contemplating the introduction of minimum Japanese language proficiency standards for applicants of permanent residency and citizenship as a preliminary step before the full program is rolled out.
